In the last fifteen years, the Minnesota Legislature has enacted several major changes to Minnesota's adoption laws. New procedures have been established recognizing birth father's rights through the Minnesota Father's Adoption Registry. Independent adoptions now require compliance with a specific set of procedures. These major changes have add a layer of complexity to already existing laws concerning notice and consent requirements, the rights of presumed fathers vs. non-presumed fathers, adoption study requirements, and myriad other adoption and foster care legal matters.
